o Photos of President Trump;
o Images/logos/seals reflecting Trump, the Office of the President, or other government agencies as the message source (or endorsement);
o No email “friendly from,” URL’s, or background images which represent a message or ad coming from the Federal Government or any government agency;

2. Substantiate Claims:
• Claims of savings, potential eligibility, or dollar amounts must be substantiated & explained in the ad.
• References to programs or rates require disclosures and reference information within one click.
3. Use Qualifying Language:
• Qualifying language must be used when referencing monetary and savings amounts. E.g. Language like “on average” or “up to” “as much as” “qualified homeowners” are useful examples, but must still be accurate when used
• Claims of savings, potential eligibility or dollar amounts cannot not sound like or claim a guarantee to every consumer
4. Ads Must Be Truthful And Complete:
• The ad must make sense.
• All advertising must be truthful.
• All other claims must be substantiated.
• No use of false or artificial end dates.
• No use of false or misleading time-frame (i.e. creating a false sense of urgency).
• Must accurately describe the product. Eg. MORTGAGE PROGRAM
• Ad materials cannot be “stale” – program dates, program types, reference to current events, trends, interest rates, etc.
5. Messaging Tone, Current Events
We are sensitive to the plight of consumers and communities all across the nation, in these unusual times.
It is our requirement that any messaging for any CDM products (Financial Services, Insurance, Education, etc.) avoid sensationalized references to current events, particularly with the intent of misleading consumers or creating a false sense of urgency or opportunity.
We believe it is still possible to inform and engage consumers, without the use of such tactics. As such, we expect that such messaging shall strive to inform consumers of potential savings as a result of changing market conditions, and to provide the invitation to be contacted with sensible financial service options.
